The Seventh Schedule is one of the 12 schedules of the Indian Constitution. It is an important provision that regulates the relationship between the Center and the State. The 7th schedule of Indian constitution deals with the division of powers between the Union and State Governments. The Legislative subjects in the 7th schedule of Indian constitution are divided between the Center and the State. The division is done under three lists – the Union list (List I), the State list (List II), and the Concurrent list (List III).
The 7th schedule of Indian constitution is one of the most important topics for the UPSC IAS exam. It covers a significant part of the Polity subject in the Mains General Studies Paper-II syllabus. It also comes under General Studies Paper-1 of the UPSC Prelims Syllabus of the UPSC Exam.

The Constitution of India, the supreme law governing the country, consists of several articles dealing with the division of powers between the Center and the State. The 7th schedule of Indian constitution specifies the allocation of powers and functions between the Union and states.
Article 246, which is under the 7th schedule of Indian constitution, is one such article. Under this article, the legislative powers of the Union and the State are demarcated. The 7th schedule of Indian constitution contains a State List of 59 subjects (Originally 66) items.
Article 246 divides the subject matter of laws made by the Parliament and the State Legislature under three lists. They are:
To amend the 7th schedule of Indian constitution, a special majority of the Parliament and ratification of half of the State Legislatures by a simple majority is required.

The subjects not included in any of the three lists (Union list, State list, Concurrent list) of the 7th schedule of Indian constitution come under the residual list.
Article 248 of the Indian Constitution has conferred the Parliament the power to make laws pertaining to subjects under the residual list. Subjects such as information technology, space technology, cyber laws, etc., which came up after the adoption of the Indian Constitution, are placed under this list.
